The Ministry of Land Management, Agriculture and Cooperatives (MoLMAC) was established after Nepal’s federal restructuring under the 2015 Constitution. It oversees land management, agriculture, livestock, and cooperatives, sectors crucial to the country’s economy and livelihoods. MoLMAC aims to modernise and commercialise agriculture and livestock, enhancing productivity, food security, and economic growth. It promotes sustainable land management, cooperative initiatives, and agricultural innovation to reduce import dependency and boost exports. Aligned with international commitments like the WTO and OIE, MoLMAC collaborates with development partners to implement policies that meet global standards. It prioritizes inclusive growth, ensuring that benefits reach smallholder farmers and rural communities while driving national economic progress.

Support Dialogue to Promote Vegetable Crops That Have Import Substitution Potential

CASA partnered with the Ministry of Land Management, Agriculture and Cooperatives (MoLMAC) of Madhesh Province to carry out a comprehensive research project aimed at promoting vegetable crops with high import substitution potential. MoLMAC, responsible for implementing and monitoring agricultural policies in the province, played a key role in the study. The research, conducted by identified firms, focused on vegetable crops with the potential to replace imports, particularly from India, which borders the province.

Madhesh Province is highly agro-based and is considered the grain basket of Nepal. It also produces key vegetable commodities such as potatoes, tomatoes, and pointed gourds, which Nepal currently imports. The study helped MoLMAC develop policy interventions that support the efficient production of these vegetables locally, reducing dependency on imports. The partnership, which lasted for 10 months, contributed to strengthening the province’s agricultural capacity and promoting the production of locally grown vegetables. CASA supported MoLMAC by funding the research and policy development process. The total project cost was £41,523, and CASA provided technical assistance to facilitate the project’s successful implementation.
